Tracy Stein Management Services, Inc. is a Sacramento-based fiscal management agency providing a variety of automated financial services for disabled persons to help them achieve the greatest
amount of independence in life, including: Representative payee, co-employer and self directed services. We strive to make the complex issues of finance, accountability and employment
easy to understand and manage.
Background & History
Tracy M. Stein owner of Tracy Stein Management Services, Inc. has been working with the regional center system since 1983 when she was hired at Alta Regional Center and worked her way up to a
supervisor in the accounting department. In 1992 she left Alta to open one of the first fee for service payee agencies in the state. Through her experience in fiscal management, government
benefit administration and service to the developmentally disabled this agency grew to a model agency for Social Security. She has developed a specialized computer software package to
streamline monthly fiscal services to large populations, which has been successfully marketed to and implemented by other agencies through out the country.
Tracy Stein Management Services, Inc. 1999 to present
Tracy Stein Management Services, Inc. is a Sacramento-based business that provides a variety of automated financial services for consumers in the self-determination pilot project complete
with timely reports to the regional centers staff on fund expenditures. Since 1999 Tracy Stein Management Services, Inc. has worked with pilot projects in the Kern Regional Center, Redwood Coast Regional Centers
to provide fiscal management services to consumers enrolled in the self determination project at each regional center. Tracy Stein Management Services, Inc. is also currently acting as the payee of
record for over 3000 regional center consumers providing them with payee services.
Alta California Regional Center, 1984–92 and 1998–99.
Worked as an accounting department supervisor during nine years with the regional center system. Oversaw the client trust department, ensuring the unit complied with all federal and
state regulations. (Alta California Regional Center provided representative payee services to 2,850 consumers, administering more than $7.8 million a year.) Trained and advised regional
center staff on Social Security and Medi-Cal policies and regulations that affected our consumers. In recent return to the regional center, was a key member of the team in the conversion
to Sandis client database. Developed both the conversion and training material used by the staff on the new software. Also trained all staff on the use of the Title19 I.D. Note module.
Living In Familiar Environments, 1992–1998.
Founding director of a non-profit agency that provided representative payee services to the disabled. The agency quickly grew to one of the largest fee-for-service agencies in the country,
serving more than 4,000 clients in the six years we operated this Sacramento-based non-profit. Cited by Social Security as a model operation, it administered more than $65 million,
issuing an average of 20,000 checks each month. Also an instrumental member of the RPAS team that developed and wrote software to administer these funds. This software is currently in use
by county governments and non-profit agencies throughout the country. Through this non-profit, developed an affiliated business providing private Tracy Stein Management Services, Inc. for those
individuals with Special Needs Trusts. Developed the guidelines necessary to allow system and its software to be used as a service bureau. Consulted with other agencies and county governments
in developing money management programs of their own. |
